Post title: Project Manager, JDC-NALA Technical Assistance to the Ethiopian Federal
Ministry of Health on Behavioral Change and WASH for Eradication of Neglected Tropical
Diseases
Reports to: JDC Country Representative and technically to the NALA CEO
Salary: Negotiable
Duty Station: Addis Ababa
Employment Duration: Until June 2019 with a 3-month trial period
About the Organization
This position is to assist a joint technical assistance project by the JDC and NALA.
American Jewish Joint Distribution Committee (JDC) is an international non-governmental
organization impacting millions of lives in more than 70 countries, leveraging a century’s
experience confronting poverty and crisis around the world. JDC began working
in Ethiopia in 1983, striving to advance the health and wellbeing of those living in
the Gondar region. Today in Ethiopia, JDC is:
 Digging potable water wells, building primary schools, and providing vocational
training and university scholarships for women.
 JDC’s medical program continues to provide life-altering treatment to young
people, particularly patients suffering from spinal deformities and those who need
heart surgery or treatment for Hodgkin’s disease.
NALA aims to break the poverty cycle by eradicating NTDs and other diseases of poverty.
The NALA holistic approach eliminates the root causes of those diseases, leading to
sustainable poverty reduction .
We aim to achieve our mission by:
1. Assisting regional, national and international actors in designing and implementing
programs for controlling Neglected Tropical Diseases (NTDs) and other diseases of
poverty using community engagement and health education for behavioral
change.
2. Researching, developing and testing new NTD control modalities and tools.
3. Advocating for holistic NTD control models with stakeholders and decision makers
that promote behavioral change.
The JDC/NALA partnership is looking for an experienced and energetic international
public health manager and would like to invite qualified and interested persons to apply
for the post.

Key roles/responsibilities
The post holder will serve as a program manager for the technical support project to the
Ethiopian Federal Ministry of Health (FMoH) NTD Section and 4 DFID funded NGOs
working to eradicate Trachoma.
Administrative tasks:
 Manage a project team of 7 Ethiopian professionals;
 Oversee the design of educational materials, tools and strategies;
 Strengthen the JDC-NALA partnership and ensure that all compliance and
reporting requirements of both organizations are adhered to.
Program management tasks:
 Support the Ethiopian FMoH in developing and implementing its strategy on
behavioral change and WASH coordination for disease prevention;
 Identify gaps and support opportunities for strengthening the behavioral change
and WASH components in the overall FMoH NTD eradication program and for the
4 DFID funded Trachoma NGOs;
 Coordinate efforts to test and roll out key trachoma, face washing, and healthy
hygiene and sanitation behavioral change interventions by the Trachoma partners
in the 4 priority regions. In addition, explore ways to incorporate WASH resilience
within the community mobilization efforts;
 Coordinate community engagement and behavioral change NTD interventions
across departments and sectors involving the Health Extension Program, WASH
sector, Ministry of Education;
 Provide support on ways to monitor and measure the effectiveness of the
community engagement and WASH interventions for control of neglected tropical
diseases.
Qualifications
 Strong analytical skills
 Able to think strategically and to design plans with multiple partners.
 Strong leadership and mediation skills. Able to mentor, problem solve and lead a
brainstorming process.
 Able to produce or review program materials such as: training content,
educational curriculum, workshops, assessment tools and concept notes.
 Good writing skills and capable of composing project documents, proposals and
reports.

 Ability to communicate clearly and work effectively with a wide range of people to
reach common understanding
 Fluent in English, and able to communicate freely (in writing and orally);
 Able to juggle multiple activities at the same time
Education /Experience
 At least 5 years of experience in coordinating and managing community or health
programs
 University bachelor and master’s degree in a relevant subject matter such as
public health, international development, management or medical professions
 Knowledge of NTDs and SAFE strategy
 Experience in Ethiopia is an advantage
 Experience in WASH sector is an advantage
 Experience communicating with remote and international teams including using
file sharing (dropbox/google drive/jumbo mail etc.), voice over IP application.
